It's not a Swansea trait, it's a global lazy human trait. It's prevalent here in Perth too. I notice stuff like this, and it never fails to annoy me. The thing that gets to me is when you see three or four cars parked like this, and not so much as a moped parked on the immaculate double driveway. grrr !!
